U.S. court hears challenge on Texas law to punish ‘sanctuary cities’

2017-06-26

A small border town and some of the largest cities in Texas will ask a federal judge on Monday to block a new state law to punish “sanctuary cities,” arguing it promotes racial profiling, diverts resources from police and is unconstitutional. The Republican-backed law in Texas, the U.S. state with the longest border with Mexico, takes effect on Sept. 1. It is the first of its kind since Republican Donald Trump became president in January, promising to crack down on illegal immigration. Luis Vera, an attorney for the League Of United Latin American Citizens, one of the numerous plaintiffs in the suit, said the bill was signed despite opposition from several police chiefs across Texas and the state’s large Latino population. “No one in the history of the United States has ever attempted this in any state. That’s why the whole world is watching us right now,” Vera said in an interview. The law known as Senate Bill 4 calls for jail time for...

Oscar Health files to expand insurance coverage in several states

2017-06-21

Despite uncertainly over the future of U.S. healthcare that has prompted major health insurers to pull out of several markets, upstart provider Oscar Health on Wednesday said it has filed to sell health insurance to individuals through Obamacare exchanges in a total of six states in 2018. In a blog post on its website, Oscar Health said it was looking to expand or begin coverage in parts of Ohio, Texas, New Jersey, Tennessee and California and had also filed to continue selling health insurance to businesses, individuals and families in New York in 2018. The announcement comes as the U.S. Congress is working to repeal and replace the Affordable Care Act (ACA) popularly known as Obamacare. Major insurers have abandoned the program in some states due to uncertainty over whether the government will keep paying subsidies for the Obamacare individual health insurance system at a time when insurers must submit plans and premium rates for 2018. “We’re...

Attacks on Western cities prompt insurers to adapt
Attacks on Western cities prompt insurers to adapt

2017-06-15

The changing nature of attacks in Western cities has led insurers to offer new policies, from straightforward cover for business lost due to police cordons to more risky compensation for declines in tourism. Terrorism insurance policies were developed after the 9/11 attacks on the United States, but until recently covered only businesses that had been physically damaged. The deaths of two hostages taken at a cafe in Sydney in Dec 2014 and attacks in Paris in Nov 2015 that killed 130 people were catalysts for new types of cover taking into account the impact of heavy loss of life on businesses not directly hit. Recent deadly attacks in London and Manchester underlined the need. “The focus of terrorism has shifted to loss of life, rather than money, which can cause devastating loss of revenues to industries like hospitality,” said Chris Folkman, director of product management at risk modeling firm RMS. Some of these newer policies are difficult...

University of Colorado leaders punished over response to abuse claims

The University of Colorado has suspended the chancellor at its flagship campus for 10 days without pay for failing to respond quickly to accusations of domestic violence against a former assistant football coach, school officials said on Monday. In addition to the punishment against chancellor Phil DiStefano, two other prominent University of Colorado Boulder officials – head football coach Mike MacIntyre and athletic director Rick George – were ordered to donate $100,000 each to domestic violence prevention programs over their mishandling of the allegations. The punishment came after a closed meeting of the school’s board of regents on Monday. The body met to discuss the findings of an independent investigation into the school’s handling of domestic abuse allegations against former assistant football coach Joe Tumpkin by an ex-girlfriend. “We said at the outset of this matter that we didn’t handle it as we should have, particularly in how we communicated...
